Program Manager, OSP Deployment – Long-Haul & Hyperscale Fiber – Remote/WFH Location: Remote / WFH – with travel as required to support project execution, contractor oversight, and customer engagements

Compensation: $60-$70 per hour, DOE
Overview Our client is looking for a Program Manager, OSP Deployment to carry long-haul and hyperscale fiber builds from planning through acceptance, working through turnkey engineering and construction partners across a slate of concurrent projects. The job has two halves: the program view — where the portfolio stands and where it is exposed — and the project-level detail that keeps the work safe, on schedule, on budget, and built to the client's quality standards.
The Program Manager sits at the center of the client, the turnkey vendors, and the end customer, and is the accountable party across the portfolio for contract administration, project controls, budgets, regulatory compliance, contractor performance, risk, and closeout.
Prior time as a Program Manager, or inside a PMO, is a strong plus. This is a culture where employees thrive in an environment of constant change, and a "figure it out" attitude will do well when faced with new challenges. After all, this is network Deployment!
Key Responsibilities Program & Project Leadership - Run several long-haul OSP and hyperscaler builds at the same time — greenfield routes, overpulls, and expansions of existing plant.
- Build the plan behind each project: scope, schedule, budget, and the resources needed to hit it.
- Carry projects the whole way, from early planning through engineering, permitting, construction, testing, acceptance, and final closeout.
- Track how each project is actually performing against its scope, schedule, budget, and quality targets.
- Spot trouble early and put mitigation or recovery plans in place before delivery commitments slip.
Contractor & Vendor Management - Own the day-to-day and contractual relationship with turnkey engineering and construction partners.
- Write, review, negotiate, and administer engineering and construction agreements.
- Hold contractors to what they signed up for — milestones, production rates, safety, and quality.
- Run performance reviews, and when a contractor falls behind, drive the work back on track through structured reporting, corrective action plans, and escalation when it is warranted.
- Review and approve contractor invoices, production reports, schedules, and change orders.
Contract Administration & Financial Management - Own project budgets, capital spend, forecasts, and the financial reporting behind them.
- Work change orders end to end: what they do to scope, cost, and schedule, and whether they hold up.
- Verify quantities, unit pricing, schedule-of-values reporting, and contractor billing before anything gets paid.
- Keep documentation, contract records, and correspondence clean enough to survive an audit.
- Keep leadership and stakeholders current on where the money and the work stand.
Engineering, Permitting & Regulatory Oversight - Work with Fiber Engineering to confirm that route design, constructability, fiber assignments, and project requirements hold up.
- Oversee engineering package development, permitting strategy, and regulatory compliance activities.
- Navigate the hard permitting and environmental work: NEPA, Section 106, Tribal engagement, right-of-way negotiation, state utility commissions, and federal funding conditions.
- Keep government-funded work compliant with NTIA and related program requirements, including Davis-Bacon, BABA, and environmental assessment obligations.
Construction & Material Management - Oversee how contractors forecast, order, receive, track, and stage material to the field.
- Watch production rates and construction progress against the committed schedule.
- Help clear field problems before they cost schedule, money, quality, or customer goodwill.
- Hold the work to OSP construction standards, fiber specifications, testing requirements, and safe practice.
Reporting & Stakeholder Communication - Report at every level — project, program, and executive — covering progress, financials, risk, and recovery plans.
- Stay ahead of customers, internal teams, contractors, and leadership rather than reacting to them.
- Pull cross-functional groups together to settle issues before they reach the schedule.
- Present status and recommendations to program leadership and customer stakeholders.
Testing, Acceptance & Closeout - Oversee fiber testing, acceptance, and closeout so every route meets client standards.
- Review deliverables, as-built documentation, redlined network diagrams, and inventory updates for accuracy.
- Get complete closeout packages to GIS, Operations, Network Engineering, and Inventory on time.
- Confirm that documentation, test records, permits, and customer deliverables are complete and properly archived.
Leadership & Continuous Improvement - Lead, coach, and develop assigned project managers and deployment personnel.
- Set a tone of accountability, operational excellence, and steady improvement across the program.
- Build better practice into contractor management, project controls, reporting, and deployment execution.
- Work with regional and functional teams so deployment plans line up with the wider network strategy.
What will catch our eye: - Bachelor's degree in Construction Management, Engineering, or a related field (or equivalent experience).
- 8+ years of experience in telecommunications, fiber deployment, or OSP project management.
- 5+ years of experience in senior management.
- Demonstrated experience delivering multimillion-dollar fiber deployment projects on schedule and within budget.
- Experience administering engineering, construction, and turnkey (EPC) contracts.
- Knowledge of local permitting authorities, regulations, and processes.
- Experience as a fiber deployment program manager for a hyperscaler — Amazon Web Services (AWS), Microsoft Azure, Google Cloud Platform (GCP), or Meta — or similar is a strong plus.
Compensation This is a contract role with the possibility of conversion to a direct-hire opportunity. Pay range: $60/hr.-$70/hr. DOE
